Description

The Whitfield County Board of Commissioners is seeking proposals for Leadership and Management Development Training Program.
Background
Whitfield County, Georgia, governed by a five-person Board of Commissioners, is dedicated to fostering strong leadership and continuous improvement across all levels of County government. The County recognizes the need to invest in the professional growth of its leaders through high-quality training in managerial and leadership competencies. This initiative is funded by the Appalachian Regional Commission’s READY Local Governments grant program, with a maximum funding of $50,000. Compliance with federal regulations is required due to the federal funding.

Work Details
The contract involves designing and delivering a comprehensive Leadership and Management Development Training Program for upper management and department leaders. The program aims to equip participants with essential leadership skills, strategic management tools, and effective communication techniques necessary for leading high-performing teams in a public sector environment. The training will be delivered through in-person workshops, virtual seminars, or blended learning formats at County facilities in Dalton, Georgia.

The audience will be divided into two cohorts of approximately 20 individuals each, with training for each cohort lasting up to 5 months. Key subjects include:

Period of Performance
The contract will commence upon acceptance of the proposal by the Board of Commissioners and will terminate on December 31, 2026, or at the end of training and evaluation, whichever comes first.

Place of Performance
The training will primarily take place at County facilities located in Dalton, Georgia.

Bidder Requirements
Bidders must demonstrate at least 3 years of experience delivering leadership and management training programs for public sector organizations. They must provide evidence of strong references from similar engagements and possess required certifications or expertise to deliver the training curriculum. Additionally, bidders must comply with O.C.G.A. § 13-10-91 regarding E-Verify registration.
