Lead Hazard Testing Services RFP

Background
The River Valley Regional Commission (RVRC) is seeking to acquire the services of an environmental, home inspection, or residential construction firm to provide lead-based paint inspections, risk assessments, and abatement activities in compliance with current HUD guidelines. This initiative is aimed at ensuring safety in housing units constructed prior to 1978 within a 16-county region that has received funding through the Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG), Community HOME Investment Program (CHIP), or other housing funding sources.

Work Details
The selected firm will be responsible for:

1. Conducting lead-based paint inspections and risk assessments on structures built before 1978, following HUD guidelines for evaluating and controlling lead-based paint hazards.

2. Performing lead paint abatement as necessary according to HUD standards. Services are specifically required for single-family housing rehabilitation and construction projects across the following counties: Chattahoochee, Clay, Crisp, Dooly, Harris, Macon, Marion, Muscogee, Quitman, Randolph, Schley, Stewart, Sumter, Talbot, Taylor, and Webster.

Period of Performance
The contract will commence upon final execution of the contract documents and may be renewed for up to four additional one-year periods based on satisfactory performance and mutual agreement. The total duration could extend up to five years if all renewal options are exercised.

Place of Performance
Services will be performed in various communities within the 16-county region served by the River Valley Regional Commission in Georgia.

Bidder Requirements
Responding firms must be certified (licensed) lead inspectors by the State of Georgia and may also hold EPA certification. Firms should demonstrate technical qualifications for providing lead-based paint inspections and abatement services for local, state, and federally funded projects. Additionally, firms must provide documentation including business licenses, proof of insurance, lead hazard certifications, and references as part of their proposal.
