Jackson County Board of Commissioners - Village of Hope Architecture & Engineering RFQ

Background
The Jackson County Board of Commissioners is issuing a Request for Qualifications (RFQ) for architectural and engineering design services for the Village of Hope Transitional Housing Development. This project aims to provide resources for county residents at risk of homelessness and will be located on two county-owned parcels near the County Administrative Complex.

The County intends to partner with iServe Ministries to construct a community resource building and a minimum of 10 new single-family detached homes. Funding may be sought through the Community Development Block Grant (CDBG) program.

Work Details
The selected firm will provide a combination of architectural and engineering services, including: conceptual planning, development of architectural and engineering plans, preparation of construction and bid documents, construction management capabilities, coordination in preparation of a Preliminary Architectural and Engineering Report, site preparation and grading, water and sewer connections, and parking.

Responding firms must be technically qualified and licensed to provide these services, with experience in utility infrastructure planning (water/sewer) and new housing construction.

Period of Performance
The RFQ was published on August 18, 2025, with qualifications due by September 19, 2025. The selection process will conclude by October 6, 2025.

Place of Performance
The project will be performed on two county-owned parcels near the County Administrative Complex on Jackson Parkway in Jefferson, Georgia.

Bidder Requirements
Firms must have experience working with federal and state grant programs, specifically CDBG. They must also hold Errors and Omissions Insurance and maintain up-to-date Certificates of Liability Insurance that include Worker’s Compensation.

Minimum insurance requirements include:
- General Liability: $1 million per occurrence ($2 million aggregate)
- Auto Liability: $1 million
- Worker’s Compensation: statutory or minimum $500,000
- Umbrella Liability: preferred $3-4 million.
