J-451 KSU Research Support Building - DB RFQ-RFP final

Background
The Board of Regents of the University System of Georgia, on behalf of Kennesaw State University (KSU), is soliciting statements of qualifications from firms for design-build services for the construction of the Research Support Building (Project No. J-451) on KSU's Kennesaw Campus in Kennesaw, Georgia.

This initiative aims to support KSU's growing research enterprise, which has seen significant enrollment and funding increases. The new facility will house the Hazardous Waste Management program and is intended to enhance the university’s academic and research capabilities.

Work Details
The project involves constructing a 6,500 gross square foot Research Support Building that will provide compliant, efficient, and secure space for hazardous waste management.

The selected design-build team will be responsible for:
- Developing design documentation from schematic design through construction documents
- Obtaining necessary permits
- Managing construction administration
- Ensuring safety and operational efficiency
- Adhering to environmental regulations

The project will not pursue LEED Certification but will comply with the Energy Efficiency & Sustainable Construction Act (SB 130). The Guaranteed Maximum Price is estimated at $3,328,864 with a preliminary stated cost limitation of $3,037,700.

Period of Performance
Design Builder services are expected to commence in Fall 2025 and conclude in Spring 2027, contingent upon funding availability.

Bidder Requirements
Firms must have sufficient bonding capacity for the anticipated total cost of work and provide documentation from a bonding company. They must possess a current Contractor’s Public Liability Insurance policy and all necessary licenses to operate in Georgia.

A commitment to safety is required with an Experience Modification Rate (EMR) of 1.2 or less over the past three years. Firms must also submit a sworn statement confirming compliance with these requirements.
