J-443-CM Savannah State University Student Support, Engagement and Wellness Facilities

Background
The Georgia State Financing and Investment Commission (GSFIC), acting as the Owner on behalf of the Board of Regents of the University System of Georgia, is seeking firms to provide construction management at risk services for Project No. J-443. This project involves the development of Student Support, Engagement and Wellness Facilities at Savannah State University in Savannah, Georgia. The aim is to enhance student support and engagement spaces while consolidating fitness and wellness facilities on campus.

Work Details
The project scope includes:

a) Demolition of approximately 100,000 GSF of east campus buildings, including:
i. 62,000 GSF of the Wiley gymnasium/pool complex (excluding ~10,000 GSF historic Wilcox Gym);
ii. 28,000 GSF two-story King Frazier administrative/retail building.

b) New construction of 55,000 GSF replacement space:
i. 20,000 GSF for student support and engagement space;
ii. 35,000 GSF for student fitness and wellness space adjacent to Tiger Arena.

c) Renovation and systems renewal in 102,000 GSF:
i. 18,000 GSF in King Frazier Annex dining/food service;
ii. 84K GSF in Tiger Arena for chiller/boiler infrastructure and gym floor replacement.

d) Remediation and enhancement of demolition sites and environmental stabilization along the saltwater marsh edge adjacent to Wilcox Gym and King Frazier Annex.

Period of Performance
The Design Professional’s services are expected to commence by Fall 2025 with construction documents anticipated for completion in Summer/Fall 2026. The start of construction is contingent on funding availability.

Savannah State University, Savannah, Georgia.

Bidder Requirements
Firms must have a valid Georgia General Contractor’s License and be registered to do business in Georgia. They must demonstrate sufficient bonding capacity for the anticipated Stated Cost Limitation (SCL), estimated at $44 million. Additionally, firms must have current Commercial General Liability Insurance coverage with specific minimum limits and a current Experience Modification Rating (EMR) of 1.2 or less.
