Instructional Materials Aligned to the Science of Reading K-8

Background
The Madison County School System (MCSS) in Danielsville, Georgia, is seeking proposals from qualified Literacy Vendors to provide instructional materials for grades K-8 English Language Arts (ELA) that align with the science of reading. The goal is to enhance literacy education in accordance with Georgia standards and legislation. MCSS reserves the right to terminate the vendor relationship at any time without cause or penalty.

Work Details
Vendors must provide instructional materials and professional learning covering components such as word recognition (phonological awareness, phonics, fluency), language comprehension, reading comprehension, and writing.

For K-5, materials must comply with Georgia’s literacy legislation (HB 538) and the GaDOE Science of Reading-Aligned Instructional Materials Review Rubric. They should include systematic phonics instruction, decodable texts matching phonics patterns, and explicit prohibition of cueing strategies.

For grades 6-8, materials should address adolescent literacy needs through explicit language comprehension and writing routines. The vendor will also need to provide a Guaranteed Maximum Price (GMP) for services and a Guaranteed Delivery Date (GDD). Additional requirements include detailed instructional plans, evidence-based research summaries, frequent assessments for differentiation, multimedia supports, professional learning resources for teachers, and a comprehensive pricing plan divided by grade levels.

Period of Performance
The project is expected to begin around February 2026 following vendor selection.

Place of Performance
The services will be performed within the Madison County School System in Danielsville, Georgia.

Bidder Requirements
Vendors must demonstrate prior successful experience in producing similar programs aligned with the science of reading. They are required to provide references from at least three school districts currently using their programs. Proposals must include detailed information about the firm’s qualifications and key personnel involved in the project.
