Installation, Repair, and Maintenance of Fencing for Public Roads – Qualified Contractors Only

Background
The Georgia Department of Transportation (GDOT) is conducting this solicitation to procure services related to the installation, repair, and maintenance of fencing along public roads, specifically on Interstate 95 (I-95) in various counties. The goal of this contract is to ensure the safety and security of livestock and property by maintaining effective fencing along the highway, as defined under Georgia law.

Work Details
The contractor will be responsible for all labor, materials, tools, equipment, and incidentals necessary for the installation, repair, and maintenance of fencing. Specific tasks include:

1. Removal and replacement of damaged fence components according to GDOT specifications.
2. Installation of new fencing materials that comply with current design standards.
3. Ensuring that all replacement materials are like-for-like unless otherwise approved by the engineer.
4. Conducting necessary traffic control measures during work operations.
5. Providing documentation showing material type and source prior to payment for any work performed.
6. Following detailed specifications for post installation, including depth requirements based on soil conditions and encasement in concrete where necessary.
7. Maintaining continuous security for livestock during fence removal and installation.

Period of Performance
Work must begin no later than 60 days after the mandatory prework meeting and must be completed within 240 days after the prework meeting.

Place of Performance
The work will take place along I-95 from mile post 0.00 to mile post 112 across Camden, Glynn, McIntosh, Liberty, Bryan, Chatham, and Effingham Counties in Georgia.

Bidder Requirements
Only contractors who have been pre-qualified through GDOT's Maintenance Master Services Agreement (MMSA) process are eligible to bid on this project. Contractors must provide a performance bond and a payment bond equal to 100% of the award price if their total bid price is $1.5 million or greater or if subcontractors are used. Additionally, contractors must comply with the Georgia Security and Immigration Compliance Act by submitting an affidavit confirming registration with E-Verify.
