Inmate Health Care Services for Rockdale County

Background
Rockdale County is seeking competitive sealed proposals for a comprehensive health care delivery system for the Rockdale County Jail located at 911 Chambers Drive, Conyers, GA. The purpose of this RFP is to ensure that all healthcare services, including pharmaceutical supplies, labor, taxes, licenses, insurance, and medical supplies are provided for the inmate population.

The average daily inmate population is projected to be 500. The County emphasizes equal opportunity for all businesses and does not discriminate based on race, color, religion, sex, national origin, handicap, or veterans’ status.

Work Details
The contractor will be responsible for providing a complete range of healthcare services including:
1. Receiving Screening: Conducting examinations on incoming inmates within 30 minutes of arrival.
2. Comprehensive Health Assessment: To be performed within 14 days of arrival.
3. Daily triaging of medical requests and sick call services seven days a week.
4. Emergency medical care available 24/7.
5. Medication distribution at least twice daily.
6. Infirmary services staffed 24/7 with a physician present at least two days a week.
7. Mental health evaluations and ongoing mental health services.
8. Dental emergency services and evaluations within 12 months of incarceration.
9. Laboratory and radiology services as needed.
10. Development of individualized treatment plans for inmates with special medical conditions.

Period of Performance
The contract will commence on or about September 1, 2025, and will run through August 31, 2026, with options to renew for four additional one-year terms.

Bidder Requirements
Proposers must have at least five years of experience in administering correctional health care programs in comparable facilities. They must carry professional liability insurance of $1 million per occurrence and $3 million in aggregate. Proposers must demonstrate their ability to obtain necessary accreditations and comply with all federal and state laws regarding civil rights.
