Impact Fee Study for Hall County

Background
Hall County, a municipal entity of the State of Georgia, Board of Commissioners, is seeking proposals from qualified consultants for an Impact Fee Study. The County aims to ensure that new development contributes fairly to the costs associated with public services, thereby preventing undue burdens on existing infrastructure.

The study will assist in developing a new fee structure for impact fees that fund necessary infrastructure improvements such as roads, schools, parks, and utilities.

Work Details
The selected consulting firm will conduct a comprehensive Impact Fee Study that includes:
1. Data Collection and Project Organization: Gathering information related to the project, identifying major policy issues, coordinating responsibilities, and establishing a project schedule.
2. Staff Review Draft: Updating the current Impact Fee Study for Roads, Parks, Public Safety, and Libraries by calculating maximum impact fee schedules based on level of service values and demand equivalency tables.
3. Public Review Draft/Ordinance: Modifying the study based on feedback and providing draft amendments to the impact fee ordinance.
4. Meetings and Presentations: Presenting findings and proposed ordinance amendments to the Board of Commissioners as required.

Period of Performance
The study is expected to be completed within ninety (90) days from the Notice-to-Proceed.

Place of Performance
The contract will be performed in Hall County, Georgia.

Bidder Requirements
Bidders must have experience in conducting similar studies and must not have been barred by any Federal, State or Local authority. They must also comply with all applicable laws and regulations in Georgia.
