Government Consulting Services

Background
Cobb County, Georgia is issuing this Request for Proposals (RFP#26-6969) to solicit proposals from qualified firms to provide as-needed consulting services across multiple categories. This initiative is part of the Public Promise Procurement (PPP) program by the National Association of Counties (NACo), aimed at helping public agencies nationwide acquire goods and services efficiently and cost-effectively.

The goal is to establish a Master Agreement that will be available for use by Cobb County and other participating public agencies, facilitating strategic operational and technical objectives.

Work Details
The contract involves providing Government Consulting Services in various specialized areas, including:
1. Telecommunications and Information Technology strategy and support (including AI and Cyber);
2. Administrative and operational assessment, analysis, planning, and reform;
3. Facility and infrastructure assessment, analysis, planning, operations, and management;
4. Transportation, transit, and fleet strategy, planning, operations, and management;
5. Financial and economic analysis and strategy;
6. Organizational development;
7. Procurement optimization and supply chain resilience;
8. Public safety planning, operations, and management;
9. Government and public affairs;
10. Legislative analysis, strategy, and support;
11. Land-use planning and zoning;
12. Real estate advisory services;
13. Environmental sustainability;
14. Audit, risk management, compliance;
15. Historic preservation;
16. Labor relations compliance;
17. Academic strategy in education management;
18. E-Rate services;
19. Human services including healthcare compliance (ADA/Medicare/Medicaid);
20. General multi-discipline government advisory services.

Period of Performance
The contract will be performed on an as-needed basis with no specified minimum quantity required under the Master Agreement.

Place of Performance
Services may be delivered on-site or remotely across Cobb County and other participating public agencies nationwide.

Bidder Requirements
Offerors must demonstrate expertise in the proposed categories of consulting services with sufficient education or certifications required for specific areas of specialization.

They must provide five references from the past three years relevant to their proposed categories along with resumes of key personnel who will fulfill contract obligations.
