GDC-169-CM New State Prison - Georgia Department of Corrections

Background
The Georgia State Financing and Investment Commission (GSFIC), acting on behalf of the Georgia Department of Corrections (GDC), is seeking firms to provide construction management at risk services for the New State Prison project, designated as Project No. GDC-169.

The GDC aims to replace aging facilities with a modern prison that can accommodate 2,100 beds and meet the evolving needs of the correctional environment over the next two decades.

Work Details
The scope of work includes providing construction management at risk services for a new state prison facility designed to house various inmate populations, including general diagnostic, supportive, infirmary, and specialty housing.

The facility will encompass approximately 700,000 to 800,000 square feet and include essential services such as housing, administration, programming spaces, education facilities, medical services, laundry, kitchen facilities, a firing range, and a helicopter pad.

The project site is expected to be within a 100-mile radius of Atlanta and will require development of utility infrastructure and support facilities over approximately 300 acres. The selected firm may also be tasked with demolition or renovation of existing facilities depending on final site selection.

Period of Performance
Design work is anticipated to commence in the third quarter of 2025 with construction expected to begin by the third quarter of 2026.

The goal is to achieve material completion within 34 months from the start of construction.

Place of Performance
The project will be located within a 100-mile radius of Atlanta, Georgia.

Bidder Requirements
Firms must hold a valid State of Georgia General Contractor’s License and be registered to do business in Georgia. They must demonstrate sufficient bonding capacity for the project cost limitation estimated at $700 million and maintain commercial general liability insurance with specified minimum coverage limits.

Additionally, firms must have an Experience Modification Rating (EMR) of 1.2 or less and provide evidence of financial stability through a current ratio of 1.0 or higher.
