Background
The Georgia State Financing and Investment Commission (GSFIC), acting as the Owner on behalf of the Georgia Bureau of Investigation (GBI), is seeking firms to provide Design Professional Services for the GBI-095 Region 10 Investigative Office & Crime Science Garage project located in Conyers, Georgia.

This facility will serve as a new investigative office for GBI personnel and the Gang Task Force Unit, addressing operational needs due to increasing crime rates and population growth in the metro Atlanta area.

Work Details
The project involves the design of a new facility that will expand the existing workspace from 11,188 square feet to approximately 49,000 square feet. The facility will accommodate current personnel and allow for the relocation of three key work units from GBI Headquarters.

The design must address current deficiencies including structural issues, outdated security measures, and inadequate workspace. The project will also include a dedicated crime science garage, enhancing operational efficiency and investigative capacity.

The delivery method for this project will be Construction Manager-at-Risk (CM/GC), requiring collaboration with a Design Professional and a Commissioning Agent.

Period of Performance
The Design Professional’s services are anticipated to commence in the first quarter of 2026.

Place of Performance
The contract will be performed in Conyers, Georgia.

Bidder Requirements
Firms must be registered to do business in Georgia and meet minimum qualifications including not being debarred or suspended from contracting with any state or federal agency. They must also provide necessary documentation such as insurance coverage details and relevant licenses.

Additionally, firms are encouraged to include minority-owned business enterprises (MBE), woman-owned business enterprises (WBE), and small business enterprises (SBE) in their proposals.
