GBA-198B-5G New State Prison Private Cellular Design & Implementation

Background
The Georgia State Financing and Investment Commission (GSFIC), acting as the Owner on behalf of the Georgia Department of Corrections (GDC), is seeking qualified firms to provide Design and Implementation Services for a Private Cellular 5G Solution at a new state prison located in Davisboro, Georgia.
This project aims to establish a secure telecommunications infrastructure tailored to meet the operational, security, and communication needs of a correctional facility.

Work Details
The contract involves designing and implementing a private cellular 5G solution utilizing CBRS (b48/n48 spectrum) for a new state prison campus covering approximately 800,000 square feet across multiple buildings on a 200-acre site.
The buildings requiring coverage include:
1. Building 01: Admin/Visitation/Chapel/Control - 33,504 SF
2. Building 03: Closed Custody Housing (Single) - 217,762 SF
3. Building 04: Closed Custody Housing (Double) - 164,251 SF
4. Building 06: Industries/Food Serv/Laundry/Vocation - 70,800 SF
5. Building 07: Supportive Living Housing - 199,919 SF
6. Building 08: Medical Housing & Health Services - HPO - 116,422 SF
7. Additional buildings include kennels, armory, central plant & warehouse, maintenance shop/motor pool, and others totaling various square footages.

The design must ensure coverage for all outdoor areas within the perimeter double fence to support prison personnel activities.
Network cabling will be provided by the project’s Construction Manager using Power over Ethernet (POE++), and proposers should not include cabling costs in their proposals.

Period of Performance
The project is expected to be completed by the first quarter of 2027 with the cellular system operational at that time.

Place of Performance
The work will be performed at the new state prison located at 13262 Georgia Highway 24 in Davisboro, GA 31018.

Bidder Requirements
Firms must be registered to do business in Georgia and have sufficient bonding capacity for the anticipated scope of work.
They must also have current Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $2 million general aggregate for premises and operations coverage.
Additionally, firms must complete required forms including Certification Form (Exhibit A), Contractor Affidavit Under O.C.G.A §13-10-91(b)(1) (Exhibit B), and Disclosure Statement (Exhibit C).
