FTTH Construction 2025 ElbertonNET System Upgrade

Background
The City of Elberton, Georgia is issuing a Request for Bids for the construction of the Fiber-to-the-Home (FTTH) Network Overbuild – Phase 1 & 2. This project aims to upgrade the existing telecommunications infrastructure serving Elberton and parts of rural Elbert County, transitioning approximately 3,705 subscribers from a legacy HFC system to a new XGS/25G-PON fiber-optic network. The goal is to significantly enhance network capacity, reliability, and scalability.

Work Details
The project involves approximately 124 plant miles of construction, including the overbuild of existing HFC Node Boundaries 1, 2, 3, 4, 5, 8, 13, 14, 16, 17, 18, 25, 26, and 27. The scope includes:
- Installation of approximately 607,118 linear feet of fiber optic cable along existing strand.
- Direct burying of an additional 50,729 feet of fiber.
- The installation will not include activation of electronics or splicing fiber.
- The City will supply all materials and cabling; any incidental materials provided by the contractor must be priced separately.
- The contractor is responsible for obtaining dig tickets if needed and must comply with all applicable laws and regulations.

Period of Performance
The project construction is expected to commence immediately after receiving a Notice to Proceed within 30 days of contract execution and must be completed within 18 months.

Place of Performance
The work will primarily take place within the city limits of Elberton and in adjacent rural areas of Elbert County.

Bidder Requirements
Bidders must provide evidence of required licenses/certifications/insurance. They must also submit a Bid Bond or certified check for at least five percent (5%) of the bid amount. Contractors must comply with O.C.G.A. § 13-10-91 regarding E-Verify registration and provide proof of insurance covering general liability with specified minimum limits.
