Food Services Jail

Background
The Unified Government of Athens-Clarke County and the Clarke County Sheriff’s Office (CCSO) are seeking competitive proposals from qualified vendors to design, implement, and operate a Food Services program for the Athens-Clarke County Jail (ACC Jail).

The CCSO expects the awarded contractor to be prompt, attentive, and capable of performing the work in a timely manner with professional personnel. The ACCGov serves a population of approximately 129,000 and provides various local and state-funded services.

Work Details
The contractor will provide all personnel, equipment, tools, materials, supervision, and other items necessary for food services at the ACC Jail. Key requirements include:
1. Access Control: Contractor staff must enter through designated entrances and follow CCSO protocols.
2. Hours of Operation: The facility operates 24/7.
3. Ordering and Payment: Services will be ordered via purchase orders with monthly invoicing required. Invoices must include specific details such as purchase order number, description of services, and total amounts.
4. Insurance Requirements: The contractor must maintain various insurance coverages including Workers Compensation, Commercial General Liability, Automobile Liability, and Umbrella Liability with specified limits.
5. Staffing Plan: A detailed staffing plan must be submitted outlining positions, shifts, duties, and qualifications.
6. Food Service Scope: The contractor is responsible for providing meals to an average daily population of 440-500 inmates along with staff meals estimated at 25-40 per day. The contract includes a guaranteed bid price for an initial term of 12 months with options for four additional one-year renewals.

The initial contract term is 12 months with options to renew for four additional one-year terms.

The services will be performed at the Athens-Clarke County Jail located at 3015 Lexington Road, Athens, Georgia.
