ENG 2025-31 Bridge on the Blue Mile RFQ

Background
The City of Statesboro is seeking Statements of Qualifications (SOQs) from qualified firms to provide engineering design services for bridge replacements along the Blue Mile Creek. The project aims to enhance infrastructure by replacing existing bridges and widening culverts, thereby improving transportation safety and efficiency. The bridges involved are located on SR 73/US 25/US 301/South Main Street and SR 67/Fair Road, covering approximately 0.60 miles.

Work Details
The selected consultant will provide comprehensive engineering design services, including but not limited to:
- Replacement of the existing bridge on SR 73/US 25/US 301/South Main Street at Little Lotts Creek with a grade-separated bridge.
- Replacement of the bridge on SR 67/Fair Road at Little Lotts Creek at a new location with a grade-separated bridge.
- Widening of an existing culvert on CS 699/South Zetterower Avenue at Little Lotts Creek.
- Tasks may include construction engineering and inspection as necessary throughout the project cycle.

Period of Performance
The anticipated timeline for the project includes a Notice to Proceed with Preliminary Engineering on September 1, 2025. Concept approval is expected in calendar year 2027, right-of-way authorization in fiscal year 2028, and construction authorization in fiscal year 2029.

Place of Performance
The contract work will be performed in Statesboro, Georgia, specifically along the Blue Mile Creek at designated locations on SR 73/US 25/US 301/South Main Street, SR 67/Fair Road, and CS 699/South Zetterower Avenue.

Bidder Requirements
Firms must be prequalified by GDOT in specific area classes relevant to the project. Required area classes include Minor Bridge Design and various environmental assessments such as NEPA compliance and ecological studies. Additionally, firms must demonstrate compliance with Disadvantaged Business Enterprise (DBE) participation goals set at an overall annual goal of 16% for federally funded projects.
