Employee Benefit Broker and Consulting Services

Background
The City of Cartersville is seeking qualified brokers to assist in strategically planning, designing, and negotiating employee benefit programs for its approximately 410 full-time employees.
The goal is to ensure financially competitive and affordable benefits that aid in recruiting and retaining top talent.

Work Details
The selected broker will provide comprehensive brokerage services including:
- Analysis and Reporting: Evaluate existing coverage, identify cost-effective strategies, deliver actionable insights through various reports, monitor trends, maintain benchmarks, and prepare custom reports.
- Liaison and Problem Intervention: Act as the primary contact between the city and insurers, resolve billing and claims issues, and support annual open enrollment.
- Compliance: Ensure ongoing plan administration complies with laws, provide training on regulatory changes, and support audit processes.
- Annual Renewal Process: Deliver annual reports reviewing current plans and market conditions, recommend changes to plan design and funding options.
- Other Service Requirements: Develop wellness programs, enhance benefits communications, and conduct satisfaction surveys.

Period of Performance
The contract will be effective for the benefits plan year beginning January 1, 2026, with options to continue under the same terms in subsequent years.

Place of Performance
Services will be performed for the City of Cartersville located at 1 North Erwin Street, Cartersville, GA 30120.

Bidder Requirements
Respondents must be licensed brokers in Georgia with at least five years of experience providing brokerage services to public sector clients with a minimum of 200 employees. Brokers must be independent and not affiliated with any insurance company or provider network.
