Description

The City of Thomasville maintains the email infrastructure across the entire City, including, but not limited to, the following departments: Administration, Airport, Building and Inspections, Civil and Electrical Engineering, Financial Services, Fire, Human Resources, Information Technology, Insurance, Landfill, Main Street, Operation (Gas, Sewer, Water), Parks and Recreation, Police, Public Works, Risk Management, Solid Waste Technical Services, Telecom, CNSNext Broadband, and Utility Response Center. The goal is to implement a scalable, secure, and centrally managed email security system that includes training for administrators and end-users.
Background
The City of Thomasville is seeking to enhance its email infrastructure across various departments, including Administration, Fire, Police, and Public Works. The goal is to implement a scalable and secure email security system that includes training for both administrators and end-users. This initiative is funded through the Infrastructure Investment and Jobs Act and aims to address rising threats such as phishing and ransomware by adopting a layered approach to email security.

Work Details
The contractor will provide an enterprise-grade Email Security Solution that includes:
- Protection against email-based threats (phishing, malware, business email compromise).
- User training programs aimed at reducing human risk.
- Tools for simulating phishing attacks and measuring resilience across departments.
- Integration with existing email platforms like Microsoft 365.
- Advanced threat detection features such as sandboxing, URL/link rewriting, and attachment scanning.
- Centralized management with alerting and detailed reporting capabilities.
- Data loss prevention tools or integration.

The contractor must also deliver ongoing security awareness training for all staff. This includes customizable training modules with quizzes, periodic simulated phishing campaigns with analytics, risk scoring by department or user group, and compliance reports for leadership.

Period of Performance
The contract is expected to begin in Summer 2025 following the award of the contract on June 30 or July 14, 2025.

Place of Performance
The services will be performed at various locations within the City of Thomasville, Georgia.

Bidder Requirements
Bidders must have a service and installation office open during normal business hours. They must provide an emergency contact number for after-hours support. Bidders should be authorized dealers of specified manufacturers and have certified installers. Additionally, bidders must possess a Unique Entity Identifier (UEI) number and be registered on www.sam.gov.
