Description

The purpose of this study is to develop viable, safe, connected, and cost-effective solutions to the project and to study the feasibility of alternatives to improve operational safety, congestion, access management and pedestrian connectivity for all roadway users, while also preparing the proposed project for advancement to the Preliminary Engineering phase.
Background
The Cobb County Department of Transportation is seeking proposals from qualified transportation planning and engineering consulting firms to conduct a scoping study for the East-West Connector Corridor Improvements. This study aims to develop viable, safe, connected, and cost-effective solutions to enhance operational safety, alleviate congestion, manage access, and improve pedestrian connectivity along the corridor.

The project is funded by the American Rescue Plan Act of 2021 (ARPA) and aligns with Cobb County's Comprehensive Transportation Plan and the Atlanta Regional Commission's Regional Transportation Plan.

Work Details
The scope of work includes:
1) Project Management - Establishment of a Project Management Team (PMT) to oversee the study;
2) Stakeholder and Public Engagement - Development of a strategy to involve stakeholders and the public in the planning process;
3) Existing Conditions Analysis - Review of previous plans and current conditions in the study area;
4) Issues and Deficiencies Report - Evaluation of traffic operations and safety issues;
5) Alternative Analysis and Concept Plan Development - Creation of at least two alternatives addressing identified issues;
6) Final Project Deliverables - Preparation of a comprehensive final report summarizing all findings, recommendations, and implementation plans.

Specific tasks include conducting traffic studies, stakeholder outreach, environmental assessments, microsimulation modeling for traffic operations, and developing concept plans with cost estimates.

Period of Performance
The contract will commence upon award and is expected to follow a structured timeline that includes key milestones such as stakeholder engagement sessions, analysis phases, alternative development, and final report submission. The proposal submission deadline is October 10, 2024.

Place of Performance
The work will be performed primarily within Cobb County, Georgia, specifically along the East-West Connector Corridor which extends from Powder Springs Road to Cumberland Parkway at Interstate 285.
