The Board of Regents of the University System of Georgia by and on behalf of Georgia Institute of Technology invites you to participate in a Request for Information on market research and planning information on Earned Value Management System (and associated consultancy effort).
Background
The Georgia Institute of Technology, part of the University System of Georgia, is conducting a Request for Information (RFI) to gather insights on Earned Value Management Systems (EVMS) and associated consultancy efforts.

The Georgia Tech Research Institute (GTRI), which supports research and development projects across various sectors including the Department of Defense, is seeking to enhance its project management capabilities as it does not currently operate an EVMS compliant with EIA-748 guidelines. The goal is to explore cost-effective solutions for implementing a compliant system that can undergo external validation.

Work Details
The RFI outlines anticipated efforts in three phases:

Phase I – Gap Analysis:
1. Perform a gap analysis of GTRI's current systems and processes against EIA-748 compliance, including stakeholder interviews, review of existing project control systems, documentation, and future requirements.
2. Identify solutions for deficiencies and develop a final system design along with a revised implementation plan.
3. Provide a detailed roadmap for implementation that includes specific steps, goals, timelines, cost estimates, and points of contact.

Phase II – Implementation:
1. Assist GTRI in executing the roadmap to address deficiencies identified in Phase I and achieve EIA-748 compliance. This includes establishing necessary EVM policies and procedures, data migration, tool implementation support, overseeing initial reports for accuracy, and training.

Phase III – Verification:
1. Verify that GTRI's EVM policies and procedures comply with EIA-748 guidelines and are audit-ready. This includes preparing for internal/external reviews, conducting mock audits, providing feedback for improvements, and offering support for two years post-implementation.

Period of Performance
The estimated timeline for Phase I is 3 months for information gathering, analysis, and presentation of the final plan. Subsequent phases' timelines will depend on findings from Phase I.

Place of Performance
The contract work will be performed at the Georgia Institute of Technology located at 711 Marietta Drive NW, Atlanta, Georgia 30318.
