Background
The City of Aurora, located in Illinois, is seeking a partner to provide a modern and resilient Public Safety Dispatch Recording and Multimedia Logging System. This initiative aims to enhance the accountability and operational intelligence of the Aurora Police Department's Telecommunications Dispatch Center, which serves as the critical link between the public and emergency responders.

The new system will integrate with Aurora's upcoming Records Management System (Mark43) to ensure efficient organization and retrieval of incident data.

Work Details
The selected partner will deliver a turnkey solution that includes software, implementation, ongoing maintenance, and assistance with linking the dispatch recording system to other public safety technologies. Key functionalities required include:

- Continuous recording of incident-initiation calls (telephony and radio traffic)
- Microsoft Single Sign-On (SSO) support
- A web-based portal for searching and redacting multimedia files
- Incident reconstruction capabilities that synchronize audio with metadata
- Compliance with CJIS security standards
- Advanced search and retrieval features
- Secure export tools for legal requests.

The system must also automatically associate audio logs with CAD metadata for efficient organization. The City envisions a contract duration of three years with two optional additional years.

Period of Performance
The project is set to commence upon contract award in March 2026, with an expected go-live date aligned with the Mark43 system rollout in October 2026.

Place of Performance
The services will be performed in Aurora, Illinois.

Bidder Requirements
Vendors must be registered with the City of Aurora. The City may require vendors to pay an administrative fee of 7% of the initial contract value to Marketplace.city upon receipt of payments. Vendors should demonstrate compliance with CJIS security policies and provide evidence of prior experience in similar deployments.
