Digital Modernization Advisory & Consulting

Background
The Georgia Bureau of Investigation (GBI) is seeking a supplier to provide advisory and consulting services in support of its Digital Modernization Program. This initiative aims to enhance the operational and technical capabilities of multiple GBI divisions, focusing on modernization, technology advisory, and public safety application support. The contract will initially be for one year, with an option to renew for up to four additional years based on performance and funding availability.

Work Details
The contractor will provide the following services:
1. **Modernization Assessment & Business Discovery**:
- Conduct a comprehensive assessment of GBI’s current operational and technical environment.
- Develop a repeatable prioritization model for modernization.
- Evaluate low-code/no-code platforms for potential use.

2. **Technical Advisory, Platform Evaluation & Architecture**:
- Assess the Law Enforcement Message Switch (LEMS) environment and provide recommendations.
- Evaluate statewide public safety systems for modernization opportunities.
- Define a future-state integration architecture for modernization platforms.
- Create a multi-phase modernization roadmap with timelines and budget estimates.

3. **Agile Training and Organizational Enablement**:
- Provide structured Agile and Scrum training tailored to GBI roles.
- Offer ongoing Agile coaching to support iterative delivery practices.
- Assist in establishing a standardized delivery framework.

4. **PMO, Governance & Collaboration Requirements**:
- Design and implement a Lean PMO structure for governance and reporting.
- Develop standardized governance practices aligned with GBI’s requirements.
- Configure collaboration tools to enable Agile delivery across teams.

Period of Performance
The contract will commence upon award and will last for one year, with options for up to four additional one-year renewals at the discretion of GBI.

Place of Performance
Services will be performed at various locations as determined by the Georgia Bureau of Investigation.

Bidder Requirements
Vendors must demonstrate prior experience working with public safety agencies or similar organizations. They must also provide résumés or biographies of key personnel showing relevant qualifications and certifications (e.g., CSM, CSPO). Additionally, vendors must comply with E-Verify requirements as outlined in O.C.G.A. § 13-10-91.
