Background
Forsyth County, Georgia, is seeking proposals from qualified firms with proven experience in developing Parks and Recreation Comprehensive Master Plans, Master Plan Updates, and Strategic Plans for government entities.
The goal is to collaborate with the Forsyth County Parks & Recreation Department to create a long-range (10-year) plan that supports the growth of parks and trail systems while aligning with community needs and financial capabilities.
Forsyth County operates under a commission-county manager form of government and has a vibrant community with over 250,000 residents. The county has a history of successful bond initiatives for parks and recreation funding.
Work Details
The selected consultant will develop a comprehensive master plan that includes:
1. Project Initiation & Management: Facilitate project initiation meetings, create a project plan, conduct regular status meetings, and provide monthly progress reports.
2. Demographic & Market Analysis: Evaluate current demographics and recreational market trends.
3. Level of Service Analysis: Assess existing park classifications and identify service shortfalls.
4. System Inventory & Assessment: Conduct assessments of all parks and recreation facilities.
5. Community Involvement: Conduct community needs assessments, focus group meetings, public meetings across five districts, one-on-one interviews with key stakeholders, and implement a statistically valid community survey in English and Spanish.
6. Recreation Analysis: Evaluate existing programs and partnerships; identify revenue sources for operations and capital improvements.
7. Needs Analysis & Recommendations: Provide recommendations for new facilities and upgrades to existing ones.
8. Financial Analysis & Report: Perform capital cost analysis for recommended projects and assess current revenue production.
9. Strategic Plan Development: Create a strategic plan that includes mission/vision statements, goals/objectives, SWOT analysis, KPIs, action plans, budgets, and project roadmaps.
10. Plan Development: Draft system plan incorporating all components; prioritize capital projects; create design standards manual; prepare final master plan for presentation to the Parks & Recreation Board.
Period of Performance
The contract period will commence upon award notification and is expected to last until the completion of the master plan development process.
