Description

The Burke County Board of Commissioners (the County ) is seeking competitive proposals from qualified and experienced consulting firms to provide comprehensive professional services for the analysis, planning, design, procurement assistance, and implementation oversight of a new Motorola Capacity Max trunking radio system to replace the County s existing public safety UHF Conventional Digital radio system with VHF paging. This consulting engagement is intended to ensure a technically sound, operationally effective, and cost-efficient public safety radio system that meets the current and future needs of public safety and emergency response agencies and service agencies throughout Burke County. Burke County s current public safety communications system operates on a UHF Conventional Digital radio network with VHF paging. The County has upgraded its 911 dispatch center with Avtec radio consoles, providing a modern dispatch interface. The County now seeks to upgrade its field radio infrastructure to a Motorola Capacity Max trunked radio system. The County intends to engage a vendor-neutral consulting firm who meets various key phases as listed in the attached document. Please see attached for full bid specs and requirements. Background
The Burke County Board of Commissioners is seeking competitive proposals from qualified and experienced consulting firms to provide comprehensive professional services for the analysis, planning, design, procurement assistance, and implementation oversight of a new Motorola Capacity Max trunking radio system. This initiative aims to replace the County’s existing public safety UHF Conventional Digital radio system with VHF paging. The goal is to ensure a technically sound, operationally effective, and cost-efficient public safety radio system that meets the current and future needs of public safety and emergency response agencies throughout Burke County.

Work Details
The selected consultant will provide the following services:

- Needs Assessment: Evaluation of the current radio communications infrastructure through scheduled on-site visits; identification of system shortcomings and operational requirements.

- System Design & Requirements Development: Developing detailed specifications for a Motorola Capacity Max trunked system, including radio infrastructure and interoperability requirements.

- Optional Procurement Assistance: Preparing a vendor RFP based on final system design, assisting in the RFP process, and evaluating vendor proposals.

- Implementation Oversight & Cutover Support: Oversight of the selected vendor’s implementation, validating system performance during staging and testing, and supporting migration to the new system with minimal disruption.

Period of Performance
The contract period will commence upon selection of the consultant and is expected to continue until the successful implementation of the new radio system. The proposal due date is August 6, 2025.

Place of Performance
The services will be performed in Burke County, Georgia.

Bidder Requirements
Qualified firms must demonstrate experience in public safety radio system design and procurement. Specific requirements include:

- Experience with Motorola Capacity Max trunking systems.
- A track record of vendor-neutral consulting in public safety communications.
- Familiarity with APCO P25 standards, DMR Tier III considerations, VHF/UHF spectrum issues.
- Integration with modern dispatch consoles.
- Knowledge of federal and state public safety communication standards.
