Construction Manager at Risk Services for Pre-Construction and Construction Services - City Hall

Background
The City of Cartersville, Georgia, is seeking competitive sealed proposals from qualified contractors for Construction Manager at Risk (CMAR) Services for the pre-construction and construction of a new City Hall.
The project aims to enhance the city's infrastructure and provide a modern facility for municipal operations.

Work Details
The contractor will provide CMAR services including preconstruction services such as technical review, cost verification, cost evaluation, value engineering, schedule development, and management of the construction process.
The project involves constructing a new four-story City Hall building with approximately 39,000 square feet of space.
Additionally, it includes site development to create a pedestrian park area and lower-level parking.
The contractor will collaborate with the Design Professional to develop separate bid packages and will be responsible for construction methods, safety protocols, and coordination of all work required to complete the project within budget and schedule.
Specific tasks include:
- Demolition of the existing City Hall
- Construction of a new rear entrance building with an elevator
- Development of a pocket park in the Founder’s Oak area
- Site improvements between North Erwin Street, West Church Street, CSX Railroad, and West Cherokee Avenue.

Period of Performance
The contract is expected to commence upon award and continue through the completion of construction activities.
The anticipated timeline for proposal submission is until November 28, 2025.

Place of Performance
The work will be performed at 19 North Erwin Street, Cartersville, Georgia.

Bidder Requirements
Bidders must have sufficient bonding capacity for an anticipated total cost of work between $20 million and $25 million.
They must possess a current Contractor’s Public Liability Insurance policy with specified coverage limits: $1 million for bodily injury per accident and $5 million aggregate for property damage.
Bidders must hold all necessary licenses to operate in Georgia and demonstrate financial stability with a current ratio of 1.0 or higher.
A commitment to safety is required with an Experience Modification Rating (EMR) of 1.2 or less.
