Construction Management Services for New Performing Arts Center

Background
The Troup County School System is seeking proposals from qualified Construction Management Firms for the construction of a New Performing Arts Center at Callaway High School, located at 221 Whitfield Rd., Hogansville, Georgia. The project aims to enhance educational facilities and provide a dedicated space for performing arts.

The construction budget is set at $13,500,000, with an anticipated start date in May 2026 and completion by June 2027.

Work Details
The project encompasses the construction of approximately 27,117 square feet of new facilities, including:
- Performance Hall with a seating capacity of 635
- 3,390 square foot Stage Area
- Lobby
- Concessions
- Dressing Rooms
- Toilets
- Workshop
- Storage Spaces
- Associated Sitework.

The selected Construction Management Firm will be responsible for managing the project efficiently within time and cost limitations while ensuring quality standards are met. Services include pre-construction planning, estimating, value engineering, bid package arrangements, bidding and award management for trade contracts, and overseeing construction until occupancy is achieved. The CM will also implement a one-year warranty and conduct warranty inspections.

Period of Performance
Construction is expected to commence in May 2026 and be completed by June 2027.

The contract will be performed at Callaway High School located at 221 Whitfield Rd., Hogansville, Georgia.

Bidder Requirements
Bidders must attend a mandatory pre-proposal conference on November 19, 2025. Proposals must comply with Georgia Local Government Public Works Construction Law (O.C.G.A., 36-91-1) and include verification of compliance with O.C.G.A. § 13-10-91 regarding work authorization programs. Additionally, bidders must provide performance and payment bonds prior to contract award and maintain insurance coverage as specified in the solicitation.
