Concept Plan- Municipal Complex- SPLOST project

Background
The City of Fort Valley, Georgia is seeking qualified firms to provide concept planning and related pre-design services for a proposed Municipal Complex located at 601 Bluebird Boulevard, Fort Valley, GA 31030. This project is funded by the 2021 Special Purpose Local Option Sales Tax (SPLOST) and aims to develop a comprehensive concept plan that aligns administrative, public safety, and fleet support functions on one site. The contract focuses solely on concept planning.

Work Details
The scope of work includes:
- Site layout and conceptual floor plans for two phases:
- Phase 1: City Hall (~10,000 SF), Fire Department (~10,000 SF), Fuel Station
- Phase 2: Police Department (~10,000 SF)
- Preparation of exterior character elevations and order-of-magnitude cost estimates for both phases.
- Deliverables include a campus site plan, building concept diagrams, presentation graphics, and a final presentation to the Mayor and Council.

The consultant will also assist in preparing scope language for future full A/E solicitations.

Period of Performance
The contract period is expected to commence upon award with an anticipated selection date on or before June 1, 2026. Specific timelines for deliverables will be outlined in the proposal but are expected to align with the overall project schedule.

Place of Performance
The work will be performed at the project site located at 601 Bluebird Boulevard, Fort Valley, Georgia 31030.

Bidder Requirements
Proposers must demonstrate relevant municipal/public-sector experience and provide qualifications of assigned team members. Minimum insurance requirements include Commercial General Liability ($1M per occurrence), Automobile Liability ($1M), Workers’ Compensation (statutory limits), and Professional Liability ($1M). All professional services must be performed by licensed professionals in Georgia.
