Background
Hall County, Georgia, a municipal entity of the State of Georgia, is seeking qualified contractors to provide a cloud-based Computer-Aided Dispatch (CAD) system. The CAD system will support the County's Emergency 911 Communications Division, which serves as the centralized emergency call-taking and dispatching center for public safety services throughout Hall County. This initiative aims to enhance system reliability, operational resiliency, and cybersecurity while supporting efficient workflows for law enforcement, fire, and emergency medical services.
Work Details
The contractor will provide a cloud-based CAD system that includes:
- Support for mobile use with mobile CAD functionality and/or applications.
- A description of available system modules and operational components.
- Configuration capabilities to support agency-specific operational requirements including workflow configuration and user roles.
- Standard uptime guarantees and service level commitments.
- Business intelligence, reporting, and analytics capabilities including reporting functionality and data export capabilities.
- Network connectivity requirements including bandwidth specifications, latency considerations, and performance under degraded conditions.
- Implementation approach with phases from contract execution to go-live including roles of both the contractor and Hall County.
- Data migration strategy from existing systems including historical data types that can be migrated.
- Maintenance and warranty coverage details.
- Security architecture addressing user authentication, compliance with standards like CJIS Security Policy, incident response procedures, and vulnerability management practices.
- Customer support services post-go-live including update mechanisms and availability for critical incidents.
Period of Performance
The contract term will begin upon issuance of the Notice to Proceed and is not to exceed December 31, 2027.
Place of Performance
The services will be performed at Hall County Government Center located at 2875 Browns Bridge Road, Gainesville, GA 30504.
Bidder Requirements
Bidders must be in the regular business of providing CAD solutions and related technologies. They must be licensed and insured in the State of Georgia. Bidders are required to submit five hard copies of their technical qualifications along with a USB drive containing their proposals. They must also complete mandatory documents such as the Bid Response Form, Contract for Services, W-9 Form, E-Verify Affidavit, Ethics Affidavit, Scored Questions Exhibit, business license copy, Certificate of Insurance, and any professional licenses or certifications.
