The Classic Center Authority ( CCA ) is soliciting statements of qualifications from Construction Management / General Contractor (CM/GC) firms interested in providing services for the construction of a Parking Deck Addition to be constructed in downtown Athens, Georgia, known as CCA Project No. PARKING-CM1, Classic Center Parking Addition Project ( Project ). This Request for Qualifications (RFQ) seeks to identify potential providers of the above-mentioned services. One or more firms that respond to this RFQ, and who are determined by the CCA to be sufficiently qualified, may be deemed especially qualified and capable of delivering comprehensive construction services for the envisioned project, deemed eligible for further consideration by the CCA to provide these services as the CM/GC , and may be invited to interview and propose for these services as finalists. All respondents to this RFQ are subject to instructions communicated in this document and are cautioned to completely review the entire RFQ and follow instructions carefully. CCA retains the right to reject any or all statements of qualifications or subsequent submittals and/or proposals, and to waive technicalities, irregularities, and informalities, and retains the right to cancel or conclude this procurement at any time without selecting a firm to provide the described services, without any liability to any respondents, or any other person or entity, and is under no obligation to make an award relating to this RFQ/RFP to any person or entity. Background
The Classic Center Authority (CCA), an Authority of the State of Georgia, is soliciting statements of qualifications from Construction Management / General Contractor (CM/GC) firms for the construction of a Parking Deck Addition in downtown Athens, Georgia. The project aims to add approximately 420 parking spaces to support events at the Classic Center and the new Akins Ford Arena. This Request for Qualifications (RFQ) seeks to identify qualified firms capable of delivering comprehensive construction services for this project.

Work Details
The project involves constructing a precast concrete parking deck addition, approximately 165,000 square feet in volume, which will include:
- A ramp on the north end connecting to an elevated slab.
- Matching brick on exterior sections.
- Footings for the precast deck.
- Removal of existing stack block wall and replacement with a new concrete retaining wall and footings.
- Approximately 420 new parking spaces, subject to design completion.
- Topping of slab and inclusion of steel railings.
- Partial modification of the existing deck to create a new travel lane connecting the new deck to the existing one.
- Installation of a compliant fire sprinkler system, plumbing, electrical systems, and lighting.

The project must comply with ADA standards and local regulations while ensuring durability and safety.

Period of Performance
The selected CM/GC will commence preconstruction services immediately upon contract execution. The start of construction is contingent upon design completion and funding availability, with a desire for construction commencement as soon as possible.

Bidder Requirements
Firms must meet specific qualifications including:
- Not being debarred or suspended from bidding by any state or federal agency.
- Sufficient bonding capacity for the anticipated total cost.
- Current Commercial General Liability Insurance coverage with specified minimum limits.
- Valid licenses to operate in Georgia.
- Demonstrated cash flow capability with a current ratio of 1.0 or higher.
- Commitment to safety evidenced by an Experience Modification Rating (EMR) of 1.2 or less.
