City of Cleveland Request for Proposal for Police Department 2026 Camera Project

Background
The City of Cleveland, Georgia, is seeking proposals for the 2026 Camera Project aimed at enhancing the capabilities of the police department through advanced camera technology.
The goal is to provide a comprehensive camera, storage, and redaction solution that will serve the agency for five years.
This initiative reflects the city's commitment to modernizing law enforcement tools to improve evidence collection and case preparation.

Work Details
The contract includes the provision of:
1. Thirteen (13) in-car camera systems with all necessary hardware, software, mounts, cables, antennas, and charging mechanisms.
The cameras must capture both forward-facing and back seat areas with sound recording capabilities.
They should allow data upload via wireless or station-mounted antenna and have features such as manual activation, syncing with body cameras, and pre-activation recording.

2. Sixteen (16) body-worn cameras equipped with similar requirements as the in-car systems including sound recording and independent operation from vehicle cameras.
Mid-contract upgrades are also required.

3. A cloud-based storage system that complies with safety protocols and retains data for a minimum of 180 days post-recording.

4. Redaction software that maintains original files while allowing for video and audio edits to protect sensitive information.

Period of Performance
The contract will be executed for a period of five (5) years from the date of award.

Place of Performance
The services will be performed within the City of Cleveland, Georgia.

Bidder Requirements
Bidders must comply with Georgia Crime Information Center regulations regarding information security and vetting.
They must also maintain CJIS-compliant technical employees and project managers.
Contractors are required to retain customer data for no less than 90 days following contract conclusion.
