CDBG Sewer System Improvements

Background
The City of Summerville is issuing a solicitation for the construction of the FY 2024 CDBG Sewer System Improvements. This project is funded by the Community Development Block Grant Program administered by the Georgia Department of Community Affairs. The goal of the contract is to enhance the sewer infrastructure within the city, ensuring improved sanitation and compliance with federal standards.

Work Details
The contractor shall provide all labor, equipment, and materials necessary to construct new gravity sewer system components as per the construction drawings. The specific work includes:

- Approximately 2,000 linear feet (LF) of conventional sanitary sewer with PVC mains ranging from 10 inches to 8 inches in diameter.
- Approximately 120 vertical feet (VF) of manhole construction.
- Approximately 30 customer transfers.
- Approximately 1,000 LF of pavement replacement.
- Erosion and sediment control measures.
- Grassing.
- All other appurtenances necessary for a complete installation.

Period of Performance
The total time allotted for completion of work is 180 consecutive calendar days. The contract award is expected on September 8th, 2025, with a Notice to Proceed no later than December 2nd, 2026. Substantial completion is required by May 31st, 2026.

Place of Performance
The work will be performed in Summerville, Georgia.

Bidder Requirements
Bidders must possess a valid license as a 'Utility Contractor' issued by the State of Georgia and employ a certified 'Utility Manager' for oversight. Bids must include the Contractor’s Utility License Number on both the bid envelope and bid form. Additionally, bidders must comply with Davis-Bacon wage rate requirements for contracts over $2,000 and adhere to affirmative action requirements for minority and female-owned businesses.
