Capital Improvement Program Planning and Management Services

Background
The DeKalb County School District (DCSD) is the third largest school system in Georgia, serving over 92,000 students across 137 schools and owning 159 facilities. The district aims to enhance its educational infrastructure through a Capital Improvement Program (CIP) that includes multiple site modifications, renovations, additions, and new construction projects.

The purpose of this Request for Proposal (RFP) is to solicit proposals for a qualified Program Manager (PM) with experience in construction program management services for K-12 educational facilities to act on behalf of the DCSD in delivering its CIP.

Work Details
The selected Program Manager will be responsible for:

1. **Capital Improvement Program Planning**: Developing a ten-year capital improvement plan for DCSD facilities from 2027 to 2037, including facility standards development, needs assessment, enrollment forecasts, cash-flow estimation, stakeholder engagement, and proposing a comprehensive capital improvement plan.

2. **Capital Improvement Project Management**: Managing all resources and relationships necessary to achieve the Owner's desired outcomes; developing a Program Management Plan; creating a Program Procedure Manual; providing system administration for Kahua software; maintaining a comprehensive master schedule; preparing and maintaining the program's master budget; developing a web-based project reporting system; analyzing market conditions; and conducting outreach programs for qualified architects, engineers, contractors, and consultants.

Period of Performance
The contract will be for an initial term of one year with four one-year renewal options subject to mutual agreement between the proposer and the District.

Place of Performance
The services will primarily be performed at the Sam A. Moss Service Center located at 1780 Montreal Road, Tucker, GA 30084.
