BL107-25, Sewer and Assessment Program on a Multi-Year Contract

Background
The Gwinnett County Board of Commissioners is seeking competitive sealed bids from qualified contractors for the Sewer and Assessment Program on a Multi-Year Contract. This initiative is aimed at inventorying and assessing the County’s Sanitary Sewer and Stormwater Systems, which is crucial for maintaining infrastructure and ensuring public safety. The contract will be managed by the Department of Water Resources (DWR) and spans five years, with no guaranteed minimum or maximum amount of work.

Work Details
The contract is divided into two sections:

- Section A focuses on the Stormwater Condition Assessment Program.
- Section B pertains to the Sewer Condition Assessment Program.

Contractors can bid on either section or both. The work includes locating, inspecting, and evaluating assets within the sewer and stormwater systems using nationally recognized standards (NASSCO PACP and MACP) for inspections. Specific tasks include GPS asset location, structure surface inspections, smoke testing, sewer line television inspection, and various cleaning services for stormwater and sewer lines. The contractor must also provide public notifications of field activities, maintain traffic during operations, and submit monthly reports detailing discrepancies found between DWR’s records and actual systems.

Period of Performance
The contract will commence on January 1, 2026, or upon award, with an initial term through December 31, 2026. It may be renewed annually for a total duration of five years unless terminated by the County.

The work will be performed in Gwinnett County, Georgia.

Bidder Requirements
Bidders must submit a bid bond equal to 5% of the total bid amount along with their proposal. They are required to meet specific insurance requirements including general liability, automobile liability, workers' compensation, and professional liability insurance. Additionally, all contractors must be properly licensed in Georgia and comply with E-Verify requirements for employment verification.
