Background
The Dougherty County School System (DCSS) is seeking proposals from qualified vendors for AI Email Security and Cybersecurity Professional Services as part of its broader Cybersecurity initiative, partially funded by the FCC’s E-Rate Cybersecurity Pilot program.
The goal is to enhance cybersecurity resilience within its Google Workspace environment through advanced phishing detection and machine learning-driven threat mitigation.

Work Details
Services to be provided include:
- AI-powered email security implementation, which involves licensing for an AI-driven email security solution integrated with Google Workspace.
- Detection, quarantine, and mitigation tools for real-time phishing and broader threat protection.
- Secure configuration and interoperability with dependent systems, along with participation in DCSS technology testing and change management processes.
- Delivery of appropriate admin training and configuration walkthroughs.
- Conducting a baseline threat and risk assessment to establish benchmarks and targets.
- Network audits in years 1 and 3 of the pilot program.
- Annual penetration testing in years 1-3.
- Providing NIST CSF or other standards-based recommendations as DCSS updates its cyber roadmap, policies, procedures, and management framework.
- Supporting DCSS Technology in refining Cyber Pilot metrics and conducting follow-up benchmarks to measure improvements over years 2 & 3 of the pilot, including a tabletop exercise.

Period of Performance
The contract period is from August 1, 2025, through September 30, 2026.

Place of Performance
The services will be performed at the Dougherty County School System located at 601 Flint Ave., Albany, GA 31701.

Bidder Requirements
Vendors must meet FCC and E-Rate program requirements including registration with applicable federal procurement systems. A valid FCC Service Provider ID Number (SPIN) is required. Vendors should have a minimum of three years providing cybersecurity services with a strong preference for K-12 cybersecurity experience.
