Battey Business Park Demolition - Rome Floyd Development Authority

Background
The Rome Floyd County Development Authority is seeking sealed bids from qualified vendors for the Campus Demolition at the Battey Business Park in Rome, GA. The goal of this contract is to safely demolish structures on the campus while managing hazardous materials, including asbestos and lead-based paints, in compliance with environmental regulations. This project is fully funded through grants from the EPA and HUD.

Work Details
The contractor will provide all labor, materials, machinery, tools, equipment, and other means necessary for the completion of the work as described in the specifications. Key tasks include:

1. Site mobilization and setup of temporary facilities.
2. Installation and maintenance of temporary erosion and sediment controls.
3. Abatement and proper off-site disposal of asbestos-containing materials (ACMs) from all structures on the campus.
4. Removal and proper off-site disposal of universal wastes within the building.
5. Removal and proper off-site disposal of mercury-contaminated materials from Building 405.
6. Cutting and capping or plugging of subsurface utilities where items are disconnected during demolition.
7. Demolition of on-site structures, including foundations, with off-site disposal of construction and demolition (C&D) debris.
8. Management of lead-based paints (LBPs) on existing buildings.
9. Removal and proper off-site disposal of lead-contaminated soils as indicated in the drawings.

Potential alternate items include:

a) Removal of internal fencing systems;
b) Removal of existing lamp posts;
c) Removal of existing electrical transformers with waste characterization.

Period of Performance
The contract work is expected to commence after May 27, 2026, following the bid opening.

Place of Performance
The work will be performed at Battey Business Park located at 705 North Division Street, Rome, Georgia, 30165.

Bidder Requirements
Bidders must have a valid commercial general contractor license issued by the Georgia Secretary of State Licensing Board for Residential and Commercial General Contractors (GOALS). Bids must be accompanied by a bid security amounting to five percent of the base bid. Successful bidders will need to furnish construction performance and payment bonds for the full contract price.
