Description

The project includes permanently capping' an area of contaminated soil with clean fill and asphalt. The cap consists of the construction of a parking lot with a precast concrete boat ramp. This project aims to remediate a currently unusable contaminated area and construct a public park in a future phase. Work involves dredging material from existing ponds, drying and property disposing of the material, clearing and grubbing, grading, drainage, signage, striping and related erosion control activities. Grading work for the cap will involve hauling material from off-site as well as using on-site material. This project consists of dredging approximately 1,126 cubic yards of impacted sediment located in two sediment removal zones. The top 1-foot of sediment should be removed from the entire footprint. The Contractor will be responsible for selecting the appropriate dredging technique and placement of the dredge spoils in the sediment placement area which may include a suction dredging method and a pump and hose method to transport the sediment to the Sediment Placement Area. In order to prevent the migration of suspended sediments outside of the sediment removal areas, Contractor shall provide and install a containment boom with a floating surface device, skirt, and longitudinal support prior to dredging activities. The containment boom will be located immediately outside the limits of each sediment removal zone and will be anchored to the shoreline. The skirt will extend to the bottom of the pond. The containment boom will remain in place during all dredging activities and be routinely inspected by the Contractor to ensure it is functioning properly. NOTE: No work shall take place in the areas with wetlands present until a wetland permit is secured by the County. NOTE: Erosion Control Plans are currently under review with GSWCC at the time of this bid. EC Plans may be adjusted based on comments received from GSWCC.
Background
The Atlas Park Pond Dredging project is initiated by Effingham County, Georgia, under the Voluntary Remediation Program overseen by the Georgia Department of Natural Resources Environmental Protection Division. The primary goal of this project is to remediate a contaminated area by permanently capping it with clean fill and asphalt, ultimately transforming it into a public park in a future phase.

The project involves significant dredging activities to remove impacted sediments from existing ponds, which are known to contain hazardous materials such as arsenic, barium, and lead.

Work Details
The contractor will perform the following tasks:
1. Dredging approximately 1,126 cubic yards of impacted sediment from two designated sediment removal zones (Sediment Zone 1 and Sediment Zone 2).
- Sediment Zone 1: Approximately 26,512 square feet; remove top 1 foot for about 982 cubic yards.
- Sediment Zone 2: Approximately 3,903 square feet; remove top 1 foot for about 145 cubic yards.
2. Implement appropriate dredging techniques, which may include suction or mechanical methods.
3. Install a containment boom to prevent suspended sediments from migrating outside the removal areas during dredging activities.
4. Properly dispose of dredged materials in an EPD-approved landfill as special waste.
5. Conduct erosion control measures including temporary grassing and maintenance of silt fences.
6. Construct a parking lot with a precast concrete boat ramp as part of the capping process.

Period of Performance
The work is anticipated to be completed within approximately 270 days (9 months) from the start date.

The contract will be performed at the Atlas Site located at 216 Shady Oaks Road, Effingham County, Georgia.
