Description

Statements of qualifications and proposals are being requested from consultants with a strong record in successfully assisting local governments with the implementation of Southeast Crescent Regional Commission (SCRC) or other Federally Funded Programs related to community and economic development. Responding firms should be qualified to provide grant administration and related services.
Background
The City of Oxford is seeking to contract with a qualified consulting firm to provide grant writing and administration services for Federally Funded Projects aimed at community and economic development. The projects may include various programs such as the Community Development Block Grant (CDBG), Redevelopment Fund Projects (RDF), Community Housing Improvement Program (CHIP), Home Investment Partnerships Program (HOME), Employment Incentive Program (EIP), Economic Development Administrations (EDA) Projects, Southeast Crescent Regional Commission (SCRC) Projects, and USDA Projects.

This initiative is part of a broader effort to enhance public infrastructure, specifically focusing on water system improvements through the replacement of an aging water main on Haygood Avenue. The City anticipates that this procurement could lead to additional contracts for planning and administrative services related to state and federally funded projects over the next 2-3 years.

Work Details
The selected firm will be responsible for providing grant administration and related services, including but not limited to:
1) Assisting with the preparation and administration of the 2025 SEID grant application;
2) Providing expertise in CDBG/EIP and other DCA grant programs;
3) Demonstrating capacity to complete the scope of work effectively;
4) Proposing a detailed scope and level of service;
5) Providing references from similar projects;
6) Outlining fees associated with grant writing and administration if the project is funded;
7) Submitting a Statement of Qualifications Form;
8) Including applicable Section 3 Certification forms if claiming Section 3 Status.

Period of Performance
The contract will commence upon selection of the consulting firm, with immediate plans for assistance in preparing the 2025 SEID Grant Application due on July 18, 2025. The performance period may extend based on future project opportunities over a span of 2-3 years.

Place of Performance
The services will be performed in Oxford, Georgia, specifically focusing on projects related to community and economic development within the city.
