Background
Dalton Utilities is seeking engineering and architectural services to design a new power generation facility. The mission of this project is to establish a facility capable of supporting a full generation capacity of 6x20MW generators, with an initial capacity of 3x20MW generators. The facility will include advanced systems for power generation and interconnection with a new substation for exporting electricity.
Work Details
The successful prime engineer will be required to:
1. Provide a Building Information Model (BIM) in industry standard format for all systems installed within the facility, including electrical systems, piping, ductwork, and other necessary components.
2. Anticipate both remote and onsite team meetings for coordination with Dalton Utilities.
3. Provide drawing packages at 30%, 60%, and 90% completion along with Technical Specifications and Rough Orders of Magnitude (ROM) cost breakdowns at milestones.
4. Coordinate with equipment manufacturers for material specifications and provide a matrix of procurement responsibilities.
5. Manage utility interconnections including substation, sanitary sewer, water, natural gas, and pipeline requirements.
6. Design storage tanks for diesel fuel backup and assist with permitting for fuel supply.
7. Ensure compliance with Local, State, and Federal regulations and provide permitting assistance.
8. Conduct Factory Acceptance Testing (FAT) for switchgear, PLCs, generators, and ancillary systems required by the Owner.
9. Provide testing and commissioning services during construction.
10. Offer project engineering construction support services.
Period of Performance
The project is expected to be completed by January 1st, 2029.

The contract will be performed at Looper Bridge Road, Land Lot 14, 13th District, 3rd Section in Whitfield County, Georgia.
Bidder Requirements
Proposals must limit to 20 sheets and include resumes of responsible Professional Engineers for each engineering discipline described in the General Scope. Bidders should provide an estimate of hours and a detailed rate sheet for the activities listed.
