Background
The Effingham County School District (ECSD) is seeking competitive proposals for a single vendor to provide qualified personnel for various roles including Paraprofessionals, School Nutrition Workers, Custodians, and Childcare Workers.
The goal of this contract is to ensure that the district has adequate staffing across its 17 sites, which include elementary, middle, and high schools, as well as childcare facilities. This initiative is crucial for maintaining educational standards and supporting student success.

Work Details
The vendor will be responsible for providing qualified personnel for the following positions:
- Paraprofessionals:
- Regular Education: 160 employees for 190 days
- Special Education: 150 employees for 190 days
- Media Centers: 14 employees for 190 days
- School Nutrition Workers:
- 90 employees for 184 days
- Managers: 15 employees for 184 days
- Custodians:
- 80 employees for 230 days
- Head Custodians: 20 employees for 230 days
- Childcare Workers:
- 25 employees for 195 days
- Leads: 14 employees for 195 days
- Site Leads: 2 employees for 195 days.
The contract will be structured as Actual Cost - Plus a Percentage Fee with an open book policy. The vendor must ensure that all services align with ECSD's job descriptions and training requirements. Additionally, the vendor must maintain a steady pipeline of qualified candidates and adhere to specific performance guarantees.

Period of Performance
The contract will be effective for one year from the date of award, with an option to extend based on mutual consent for up to four successive years thereafter.

Place of Performance
The services will be performed across all seventeen sites of the Effingham County School District located in Springfield, Georgia.

Bidder Requirements
Vendors must have a minimum of five years of experience providing staffing services specifically to K-12 public school districts. They must demonstrate operational capacity to provide staffing across all ECSD sites simultaneously. Vendors are required to assign a dedicated Account Manager within 50 miles of ECSD Central Office and maintain compliance with insurance requirements including General Liability and Workers’ Compensation. Vendors must also submit at least three references from similar projects.
