26105-A: Outdoor Siren Maintenance

Background
Fayette County, Georgia is seeking quotes for an Outdoor Siren Maintenance solution for the Fayette County Emergency Management Agency. The Outdoor Siren Warning System (OWS) is utilized to alert citizens of impending danger from possible tornadoes and consists of 35 radio-controlled Whelen Sirens. This system was installed in phases beginning in 1999 and completed in 2015, with a primary controller located at the 911 Communications Center and a backup controller at the IT Department.

Work Details
The contractor will provide annual preventative maintenance (PM) for the Outdoor Warning Siren system, including all labor necessary to maintain the sirens, encoders, associated software applications, and radios. The PM will include visual inspections, testing of siren performance, monitoring daily SI TEST® email messages for issues, and notifying Fayette County EMA of any problems. Repairs outside of annual PM must be approved by Fayette County prior to ordering parts or conducting work. Specific tasks include:
- Visual inspections of siren stations
- Checking AC service integrity
- Inspecting grounding systems
- Verifying battery connections
- Testing siren activation functions
- Ensuring WeatherWarn software is up-to-date.
The contractor must also provide documentation stating the status of the system after maintenance.

Period of Performance
The contract term begins on July 1, 2026, and continues for one year through June 30, 2027. It may be renewed for two additional one-year terms upon written notice from the County.

Place of Performance
The services will be performed at various locations within Fayette County, Georgia, including the 911 Communications Center and IT Department located at 140 Stonewall Avenue West, Suite 104, Fayetteville, GA 30214.

Bidder Requirements
Bidders must provide a Contractor Affidavit under O.C.G.A. § 13-10-91(b)(1), demonstrate compliance with E-Verify requirements throughout the contract period, and submit a list of three references for similar work completed. Additionally, bidders must maintain general liability insurance of $1 million per occurrence and automobile liability insurance of $1 million per occurrence.
