26005 Airport Land Lease

Background
The Unified Government of Athens-Clarke County (ACCGov) is seeking competitive proposals for RFP #26005 to lease land for the construction of a hangar at the Athens-Ben Epps Airport, located at 950 Ben Epps Drive, Athens, GA 30605. The goal is to enhance the aeronautical and economic value of the airport and the surrounding community. ACCGov serves a population of approximately 100,000 and provides various local and state-funded services.

Work Details
The contractor will lease an unimproved site of approximately 70,000 square feet at the Athens-Ben Epps Airport to build a hangar. The contractor must provide all personnel, equipment, tools, materials, supervision, and other items necessary for the lease agreement. The current lease rate is $0.54 per square foot but may be negotiable based on the proposer’s capital investment.

The contract term is set for 25 years with provisions for termination by either party with written notice. Proposals must include a detailed business plan outlining intended use of the site for aeronautical purposes, potential expansion of fuel sales and aircraft operations, and any ancillary services offered.

Period of Performance
The contract performance period shall be from the date of award for 25 years unless terminated by either party with a written notice of thirty (30) days prior to termination.

Place of Performance
The work will be performed at Athens-Ben Epps Airport located at 950 Ben Epps Drive, Athens, GA 30605.

Bidder Requirements
Bidders must comply with Georgia's E-Verify requirements as outlined in O.C.G.A. § 13-10-91. They must also provide proof of insurance covering workers' compensation, general liability, automobile liability, property insurance, excess liability, aviation liability if applicable, and UAS/drone liability if applicable.

Additionally, contractors must have a current Athens-Clarke County business license if they are physically located in or performing services in Athens-Clarke County.
