Background
The Bibb County School District (BCSD), located in central Georgia, serves approximately 20,000 students across its elementary, middle, and high schools. BCSD is seeking qualified vendors to provide Virtual Mental Health Services to expand access to licensed clinical therapy for middle and high school students (grades 6–12). The goal is to support student emotional and psychological well-being while minimizing disruption to academic instruction. This initiative aims to reduce barriers such as provider shortages, transportation issues, and scheduling conflicts by offering Telehealth Mental Health Services.

Work Details
The contractor will provide Telehealth Mental Health Services defined as synchronous, real-time video therapy sessions delivered by licensed clinicians directly to students in grades 6–12. Key services include:

- **Program Coordination**: Collaborate with BCSD for workflows and planning; participate in coordination meetings; ensure compliance with privacy and security protocols.

- **Clinical Services**: Conduct intake assessments, individualized treatment planning, individual Telehealth sessions using evidence-based approaches, short-term crisis stabilization, risk assessment, safety planning, and referrals to higher levels of care as clinically indicated.

- **Crisis Response & Safety**: Immediate notification of critical incidents to BCSD SBMH; follow district crisis response procedures.

- **Student Access & Referral**: Accept referrals only from BCSD Office of School-Based Mental Health Department; standard home-based access with school-based sessions when necessary.

- **Family Engagement**: Engage parents/families only as necessary for clinically appropriate activities.

- **Coordination & Reporting**: Maintain service logs and documentation; submit monthly service utilization reports; support grant-required monitoring and evaluation.

Period of Performance
The contract will be effective from March 15, 2026, through December 31, 2026. It is anticipated to be a one-year contract with the option for renewal based on performance.

Place of Performance
Services will be provided primarily within the Bibb County School District in Macon, Georgia.

Bidder Requirements
Vendors must be identified by the Georgia Department of Education as a 'Suggested Telehealth Vendor' and have Georgia-licensed mental health professionals (LPCs, LMFTs, LCSWs) providing services. All personnel must undergo comprehensive background checks. Vendors must demonstrate experience delivering school-partnered Telehealth Mental Health Services to students in grades 6–12 and comply with HIPAA/FERPA regulations. Liability and malpractice insurance are required.
