Background
The City of Flowery Branch, located on Lake Lanier and approximately forty miles from Atlanta, is seeking proposals from qualified Supervisory Control and Data Acquisition (SCADA) Integrators. The goal of this contract is to provide ongoing maintenance and advisory services for the existing SCADA system, as well as to perform capital improvements to enhance the monitoring and control capabilities of the water system. This project will be funded through the Georgia Environmental Finance Authority (GEFA), which imposes certain state and federal requirements that must be adhered to.
Work Details
The selected Integrator will be responsible for:
1. Ongoing SCADA/CSI Maintenance Services funded via local funds.
2. Capital Improvements to the SCADA system funded by GEFA funds, which includes:
a. Designing, upgrading, and implementing SCADA monitoring and controls at one office location with integration into the upgraded SCADA system;
b. Providing SCADA computer hardware and software along with programming services;
c. Creating new graphics displays and performing a complete I/O checkout for all signals;
d. Installing cellular SCADA connections at one booster pump station, one ground tank, two elevated tank sites, and one well house site;
e. Ensuring all remote stations report to the new SCADA system hardware;
f. Coordinating network architecture and cybersecurity considerations with the City’s IT Department;
g. Providing complete system integration and programming services necessary for a fully operational SCADA system.
Period of Performance
The contract is expected to commence upon execution of the agreement following selection, with an anticipated total project duration of approximately one year.
Place of Performance
The work will primarily take place at various locations within Flowery Branch, Georgia, including one office location for the SCADA system, a booster pump station, elevated tank sites, and well house sites.

Respondents must possess all required licenses and certifications including Engineering Certificate of Authorization (COA), Electrical Contractor License, and Control System Integrators Association (CSIA) Certification. They must also demonstrate proven experience in SCADA design and installation for municipal water utilities with at least seven similar projects completed in the past fifteen years. Additionally, they must provide adequate insurance coverage listing the City as an additional insured.
