Background
Fulton County, Georgia is seeking proposals for the provision of Fiscal Management Agent services on behalf of the Department of Senior Services (DSS). This initiative aims to administer fiscal tasks to ensure regulatory compliance and the successful operation of a Consumer Directed Care pilot program.

The project responds to the growing need for in-home services for seniors in Fulton County, allowing clients to choose and direct their own services by hiring caregivers and purchasing approved goods within their budget.

Work Details
The selected Fiscal Management Agent will be responsible for:
1. Receiving enrollment packets from Fulton County’s consumer-directed specialist.
2. Registering employers (participants/authorized representatives) with the IRS, GA Department of Revenue, and GA Department of Labor.
3. Maintaining and reviewing monthly employer budgets.
4. Setting up employees, including e-verification.
5. Withholding Medicare, federal, state, and social security taxes from employee paychecks.
6. Paying Medicare, federal, state, social security, and unemployment taxes.
7. Paying employees monthly on behalf of the employer through electronic deposit.
8. Providing electronic pay stubs through an online provider.
9. Filing monthly and quarterly tax reports on behalf of the employer.
10. Providing W-2 forms to employees on behalf of the employer.
11. Providing reimbursements directly to clients or authorized representatives for approved purchases (a list of approved services is attached).
12. Invoicing Fulton County monthly for Fiscal Management services and client expenditures.

Period of Performance
The contract will commence upon execution in 2025 and will end on June 30, 2025, with an option for renewal for one additional year subject to approval by the County Board of Commissioners.

Place of Performance
Services will be performed within Fulton County, Georgia.
