Background
The Augusta Information Technology Department (IT), on behalf of the Planning and Development Department, is requesting proposals for a comprehensive Development, Code Enforcement, Licensing, and Regulatory Services System.

The project aims to enhance the efficiency of operations within the Planning and Development Department, which is responsible for promoting orderly development and sustainable growth in Augusta-Richmond County. The department serves over 200,000 residents and is committed to providing professional services across various divisions including Planning and Zoning, Business Licensing, Building Construction, Code Enforcement, and Alcohol Licensing.

Work Details
The selected vendor will provide an integrated enterprise system that includes:
- GIS integration with Esri’s ArcGIS for geo-enabled data analysis
- Online application submission for permits
- Automated workflow management
- Digital plan review capabilities
- Building permit management
- Streamlined inspection scheduling
- Automatic fee calculation
- Real-time status tracking for applications
- Comprehensive reporting and analytics features
- Code enforcement management tools
- A customer service portal for applicants
- Alcohol licensing management
- Business licensing verification workflows
- Sign permit application functionalities.

Period of Performance
The contract will commence upon award and is expected to be completed by April 25, 2025.

Place of Performance
The services will be performed in Augusta, Georgia.

Bidder Requirements
Bidders must demonstrate a history of successful implementation of similar projects with comparable agencies. They are required to provide references from previous implementations. Bidders should have long-term viability in the industry, a robust product enhancement strategy, efficient implementation services, and high-quality maintenance support. If offering a hosted solution, they must meet security and operational requirements.
