25-041 Organizational and Efficiency Study

Background
The Bibb County School District (BCSD), located in Macon, Georgia, serves approximately 21,000 students across 37 schools and multiple administrative and support facilities. BCSD is committed to maximizing student achievement and operational excellence by ensuring that district resources are efficiently aligned to support teaching and learning. To that end, BCSD is seeking proposals from qualified firms to conduct a comprehensive Organizational and Operational Efficiency Study. This study will assess the district's current organizational structure, staffing models, and non-instructional operations to identify opportunities for increased effectiveness, financial efficiency, and improved service delivery.

Work Details
The selected firm will be expected to conduct an Organizational Effectiveness Review which includes: assessment of current organizational structure, staffing levels, and reporting lines; review of roles, responsibilities, and workflow processes across central office and key operational departments; research and benchmarking against peer school districts; collection of qualitative and quantitative data through interviews, surveys, focus groups, and document reviews.

Additionally, the firm will assess Non-Instructional Operations including finance, facilities maintenance, safety and security, transportation, human resources, information technology, and central office leadership. The analysis will cover financial efficiency including cost-effectiveness of administrative functions and alignment of resources with district strategic goals. Deliverables include a project work plan, interim status updates, a draft report for review, a final report with detailed findings and actionable recommendations categorized as short-term, medium-term, and long-term.

Period of Performance
The anticipated contract duration is one year with the option for renewals.

Place of Performance
The services will be performed within the Bibb County School District in Macon, Georgia.

Bidder Requirements
Bidders must demonstrate experience conducting organizational reviews for K-12 school districts. They must provide a cover letter, executive summary, company profile including relevant experience with K-12 public school districts, proposed methodology and approach with a project timeline. Bidders should also include a list of key staff with résumés or bios along with references from at least three K-12 clients. A fee structure must be provided.
