Description

The City of Griffin (City) is soliciting Statement of Qualifications (SOQs) from qualified firm(s) or organization(s) to provide consultant services for sidewalk improvements on Zebulon Road from Pineywood Road to Crescent Road. This Request for Qualifications (RFQ) seeks to identify potential providers for the Scope of Services for the project/contract listed in Exhibit I. Firms that respond to this RFQ, and are determined by the City to be sufficiently qualified, may be deemed eligible, and invited to offer a technical approach and/or possibly present and/or interview for these services. All respondents to this RFQ are subject to instructions communicated in this document, and are cautioned to completely review the entire RFQ and follow instructions carefully. The City reserves the right to reject any or all Statements of Qualifications or Technical Approach, and to waive technicalities and informalities at the discretion of the City. B. Background
The City of Griffin, Georgia is seeking Statements of Qualifications (SOQs) from qualified firms or organizations to provide consultant services for sidewalk improvements along Zebulon Road from Pineywood Road to Crescent Road. This project is part of the GDOT PI 0021158 initiative aimed at enhancing pedestrian safety and accessibility in the area.

Work Details
The selected consultant will provide engineering design services as outlined in Exhibit I. The scope includes comprehensive preliminary engineering services necessary for the project cycle, which involves constructing a pedestrian bridge over Ison Branch creek, installing a 5-foot sidewalk, curb and gutter, and making drainage improvements.

The project length is approximately 1 mile with a posted speed limit of 45 MPH and an assumed right-of-way of 80 feet. The consultant must also ensure compliance with the GDOT Disadvantaged Business Enterprise (DBE) participation goal of 16% on federally funded projects.

Period of Performance
The anticipated contract duration will cover multiple phases, starting with preliminary engineering in FY 2026 and concluding with construction contract letting in FY 2032.

Place of Performance
The work will be performed in the City of Griffin, Spalding County, Georgia, specifically along US41/SR155/Zebulon Road.

Bidder Requirements
Firms must be prequalified by GDOT in specific area classes related to roadway design and environmental assessments. The Prime Consultant must hold qualifications in Two-Lane or Multi-lane Rural and Urban Roadway Design, as well as Facilities for Bicycles and Pedestrians.

Additionally, all team members must meet required area classes for NEPA compliance, traffic analysis, landscape architecture design, utility coordination, and more.
