25-012 Floyd County Emergency Debris Removal & Disposal Services

Background
The Floyd County Board of Commissioners is seeking proposals for Emergency Debris Removal and Disposal Services. The goal of this contract is to establish a pre-event agreement with qualified contractors to efficiently manage disaster-generated debris removal and disposal from public properties and right-of-ways in Floyd County, Georgia. This initiative aims to ensure public safety and compliance with Federal Emergency Management Agency (FEMA) regulations.

Work Details
The selected contractors will be responsible for the following services:

1. Emergency Road Clearance: Perform emergency debris removal from primary transportation routes as directed by the County.

2. Debris Removal from Public Property: Remove debris from public rights-of-way and other public lands as necessary to ensure public health and safety.

3. Debris Removal from Private Property: Remove debris from private property if there is an imminent threat to public safety, as directed by the County.

4. Management of Temporary Debris Staging and Reduction Sites (TDSRS): Setup, operate, and maintain TDSRS for processing storm debris, including obtaining necessary permits.

5. Hazardous Waste Management: Identify and manage hazardous materials encountered during debris removal, ensuring compliance with all applicable laws.

6. Documentation and Reporting: Maintain accurate records of debris removal activities for FEMA reimbursement purposes, including tracking loads and providing daily reports on progress.

Period of Performance
The contract will be effective for a minimum of two (2) years with options for renewal up to five (5) years, commencing upon contract activation.

Place of Performance
The services will be performed in Floyd County, Georgia.
