2026007-RFP1011 Temporary Workers and Payroll Services

Background
The Columbia County Board of Commissioners has issued this Request for Proposal (RFP# 2026007-RFP1011) to obtain responsive proposals from Staffing Professionals. The objective is to establish a contract for non-benefit temporary workers and payroll services for temporary workers on short, long, and seasonal assignments. This RFP outlines the requirements for the services of a Staffing Agency (Contractor) to provide application screening and/or temporary employment services for various positions throughout the County.

The goal is to establish a contract with firm pricing from which the County may utilize these services at its discretion, preferably from a sole provider, while reserving the right to choose separate providers if greater cost savings can be achieved.

Work Details
The awarded vendor shall provide temporary services of non-benefit workers as needed, including clerical, secretarial, data entry operators, account clerks, word processing specialists, maintenance, and various seasonal laborers. Workers will be compensated at the staffing agency rate or an entry plus markup rate depending on whether Columbia County identified the candidates in advance.

Responsibilities include:
- Bearing sole responsibility for all taxes and fringe benefits for Temporary Workers;
- Responding to requests for Temporary Workers within 24 hours;
- Providing drug testing for all applicants;
- Requiring no minimum hour guarantee from the County;
- Immediately replacing any unsatisfactory Temporary Worker;
- Providing all necessary insurance;
- Accepting applications sent by the County; and
- Billing Columbia County at rates established by the County plus a proposed markup.

Current costs include a 31% markup for Temporary Workers identified by the Temp Company and a 29% markup for those identified by the County. Additionally, payroll services will involve employing non-benefit temporary workers for various assignments, paying statutory payroll taxes, issuing W-2 forms, preparing payroll checks, and filing necessary reports.

Period of Performance
The contract will be effective upon execution and will last for two years with an option to renew for three additional one-year terms.

Place of Performance
Services will be performed within Columbia County, Georgia.

Bidder Requirements
Vendors must have an operating office within 50 miles of Columbia County to be considered. They are required to maintain specific insurance coverages including Worker’s Compensation Insurance, General Liability Insurance with limits of $2 million per occurrence, and Automobile Liability Insurance with limits of $1 million per occurrence. A valid Certificate of Insurance must be provided within ten business days of contract execution.
