2025 TSPLOST Paving Improvements

Background
The City of Thomaston is issuing a solicitation for the 2025 TSPLOST Paving Improvements project, aimed at enhancing local infrastructure through paving and related construction activities. This project is funded through local TSPLOST (Transportation Special Purpose Local Option Sales Tax) to improve road conditions and ensure safety for residents.

Work Details
The scope of work includes approximately 42,795 square yards (SY) of asphalt milling; 5,670 tons (TN) of 9.5mm asphalt pavement; replacement and adjustment to grade of 6 manhole frames and covers; adjustment to grade of 4 valve boxes; adjustment of 17 grate inlets; driveway apron adjustments; pavement striping; and other associated work necessary for the completion of the project.

Period of Performance
The contract work is expected to be completed following the bid opening on September 12, 2025, with specific timelines to be determined upon contract award.

Place of Performance
The work will be performed in Thomaston, Georgia, specifically at locations designated within the city limits as part of the paving improvements.

Bidder Requirements
Bidders must be licensed contractors in the State of Georgia. Bids must include a bid bond or certified cashier’s check amounting to no less than 5% of the base bid. Performance and Payment Bonds are required at 100% of the contract price upon award. Bidders must also be on record with Quest/ESG Engineering, Inc. as having purchased complete bidding documents.
